David obtained law degrees in Nigeria before proceeding to Harvard Law School, USA for the Master of Laws programme. He has a leadership certificate from Cambridge University, UK and is currently a PhD candidate in Defence and Security Studies (Cybersecurity) at the Nigerian Defence Academy.
A Cyber law/Intellectual Property expert, he is a member of the Future Leaders Connect Network of the British Council, the Association of Certified Fraud Examiners, the Internet Society, the International Telecommunications Union and the Global Climate Change Coalition. Locally, he is affiliated to numerous professional bodies, including the Nigerian Bar Association, a Fellow of the Institute of Data Processing Management of Nigeria and Fellow of the Institute of National Security and Intelligence Studies.
He is the Managing Partner at Velma Solicitors and Velma Consulting and Professional Services, both in Abuja, Nigeria and Founder of Policy Club, Africa.
David is a widely read author and social interest advocate who has provided policy consultancy to government and private institutions across various levels.
His cyber law advocacy project, Velma-ARC (www.velma-arc.org), – the first rehabilitation programme for cybercriminals in Nigeria – has earned him numerous international recognitions and innovation awards, including at the African Legal Awards 2020 and Tallberg/Eliasson Global Leadership Prize nomination. The project got a Google grant in 2021 through the Impact Amplifiers. He is also a recipient of the LinkedIn Local Business Enterprise Award.
David is a Design Thinking Practitioner who champions innovative service delivery towards solving problems.
